Fata-KP merger in process, Advanced police setup proposed

KP police & bureaucracy have proposed a model for policing in Fata, prior to mainstream the long-neglected tribal belt under the Fata Reforms, due for a long time.

Peshawar — In a series of meetings among the Tribal Affairs Department, the Khyber Pakhtunkhwa (KP) Home and KP’s Police, a one-step advanced security arrangement has been proposed for the tribal areas in case of the proposed Fata’s merger with KP, the News reported.

The authorities have proposed a model for policing in the Federally Administered Areas (Fata) in case of its merger with KP and any other proposal to mainstream the long-neglected tribal belt under the Fata Reforms that are due for a long time.

Authorities have proposed a well-structured security plan for Fata keeping in view the worst affected security situation of the tribal areas.

Prior to the proposed implementation of Fata Reforms, a Deputy Inspector General of KP Police has been engaged as Focal Person to prepare a model for policing in all the tribal agencies and Frontier Regions.

According to the policing model in Fata, three Senior Superintendents of Police (SSPs) will be appointed in the Northern, Central and Southern Fata and one Superintendent of Police (SP) will assist them in the whole tribal areas.

Overall, three SSPs, seven SPs, 51 DSPs, 121 Inspectors, 176 Sub-Inspectors, 226 Assistant Sub-Inspectors, 303 Head Constables and 1,280 Constables will take responsibilities in the Counter Terrorism Department (CTD) in Fata.

Moreover, a total of 95 police stations and 190 police posts have been proposed for Fata if the police is deployed in the tribal region.

Out of these 95 police stations, 15 each will be established in North and South Waziristan Agencies, 12 each in Khyber, Bajaur and Mohmand, six in Orakzai and five in Kurram Agency have been proposed. Besides, three police stations each in Peshawar, Kohat, Bannu, Lakki Marwat, Dera Ismail Khan and Tank’s Frontier Regions (FRs) have also been included in the proposed policing plan in Fata.

The authorities had also proposed the establishment of a Central Levies Office at Peshawar for Fata, which have to be commanded by senior police officers.

A total of 16 special committees were formed, eight each at the provincial level and Fata’s level, to do their homework for the policing plan in Fata.

Fata’s level committees have been assigned the tasks such as to identify vulnerabilities, ascertain cultural acceptability of the regular policing, identify tribal sensitivities, utility of the existing Levies, ascertain training of levies and Khassadars, recommend the total required strength of officers and other policemen, and propose a consolidated security plan.

The committees at the provincial level are to work on training manuals, overcoming the shortcomings of Levies, cultivating positive public opinion, establishments, human resource and others.

On the other side, out of 11, 739 sanctioned Levies posts, 2,234 positions are still vacant. Nevertheless, about 17 thousand Khasadar personnel are currently serving in Fata.

S. Waziristan proposed 76 police stations, 9160 cops.

On the Fata’s level, the local administrations are also fully active to do their own homework. The Political Administration at each tribal agency is likely to prepare their own case for police systems in Fata.

The Political Administration in South Waziristan has proposed the establishment of 76 police stations with 9160 cops in the trouble-hit agency.

All of these pre-merger activities are from the government sides of KP and Fata create new hope among pro-merger tribal people who are deprived since the independence of Pakistan.

These welcome moves are coming after the huge pressure from both public and parliamentarians sides to dtrealine the troubled tribal areas.
